The Department of Empowerment of Persons with Disabilities (Divyangjan Shashaktikaran Vibhag) under the Government of Uttar Pradesh is a dedicated institution aimed at ensuring inclusion, equality, empowerment, and dignity for persons with disabilities (PwDs). Recognizing disability as a human rights and development issue, the department promotes comprehensive and integrated welfare policies.
Within this framework, Rajya Nidhi plays a pivotal role. It is a state-level financial assistance fund designed to empower Divyangjan through targeted, scheme-based interventions that meet their specific needs. The focus is not just on addressing disability as a challenge but on leveraging the potential, creativity, and resilience of persons with disabilities.
Rajya Nidhi operates under a multi-sectoral approach—supporting medical assistance, education, infrastructure in special schools, skill development, cultural representation, and sports. Through the implementation of eight comprehensive schemes, the department ensures that the Divyang community is not left behind in the journey of social progress.
From organizing exhibitions of handcrafted items made by Divyang artisans, to supporting sports champions and artists at the international level, to funding labs in special schools and training for stakeholders—the Department is building a robust support system for inclusive development. The department also ensures coordination between district and state-level officers, NGOs, and educational institutions for proper implementation.
दिव्यांगजन सशक्तीकरण विभाग, उत्तर प्रदेश सरकार के अंतर्गत एक विशेष विभाग है, जो दिव्यांगजनों के समावेश, समानता, सशक्तिकरण और गरिमा को सुनिश्चित करने हेतु प्रतिबद्ध है। विभाग यह मानता है कि दिव्यांगता कोई कमजोरी नहीं, बल्कि विकास व अधिकार आधारित एक महत्त्वपूर्ण विषय है, जिसे सकारात्मक दृष्टिकोण और कार्यनीतियों द्वारा संबोधित किया जाना चाहिए।
इसी सोच के अंतर्गत राज्य निधि की स्थापना की गई है, जो दिव्यांगजनों की आवश्यकताओं के अनुसार उन्हें आर्थिक सहायता प्रदान करने वाली राज्य स्तरीय योजना है। इसका उद्देश्य दिव्यांगजनों को शिक्षा, स्वास्थ्य, खेल, कला, विज्ञान, तकनीक और सामाजिक गतिविधियों में बराबरी से आगे बढ़ने का अवसर देना है।
राज्य निधि के अंतर्गत चल रही 8 योजनाएं दिव्यांगजनों की विभिन्न आवश्यकताओं को कवर करती हैं—जैसे कि गंभीर बीमारियों के इलाज में सहायता, उच्च सहायक उपकरणों की खरीद, विशेष विद्यालयों में लैब्स की स्थापना, खेल सामग्री, प्रशिक्षण, कार्यशालाओं और सांस्कृतिक सहभागिता में प्रोत्साहन।
विभाग का प्रयास है कि न केवल दिव्यांगजनों को सुविधा मिले, बल्कि वे समाज में गर्व से अपना स्थान बना सकें। जिला और राज्य स्तर पर अधिकारियों, विद्यालयों, एनजीओ और संबंधित विभागों के समन्वय से यह योजना धरातल पर प्रभावी रूप से संचालित की जाती है।
